To receive messages about actions with issues, the setup process is as follows:

1. The Jira administrator creates an "event set" for users to receive messages about different actions with issues.

2. Users need to create a filter on the page using one of the prepared "event sets."

For notifications about issues to be displayed, the following conditions must be met:

1. The user has enabled receiving notifications in the browser.

2. The issue matches one of the user's filters.

3. The user should receive a notification about the issue according to the notification scheme in the project.

4. The user did not generate this event themselves. Only notifications from other users.
