1. Logging as Jira administrator

2. Create new custom field - Message field 

    

3. Select screens 

    

4. Set the order of fields 

    

5. Now configure the message 

    

6.  Click Edit config message - Edit Message field 

    

7. Config message and click save.

    

8. The message is ready.

    

Message types

"Show as is" shows just title and body. You can custom message body with html.
